At OCHS, We're Currently Negotiating Our Second Contract

At Orange County Head Start, we're currently holding bargaining sessions to work out our second contract. We're supporting our Bargaining Team as they fight to make OCHS better for students and employees.

We elected our Bargaining Team at MAOF!

Our union contract expired on October 2nd. We are preparing to make sure we win strong contract improvements. An important step was electing our Bargaining Team at our membership meeting on August 29th.

Protecting Head Start Pay Raises

In years past, the federal budget for Head Start was inconsistent and unpredictable. In addition, there weren’t always stipulations that any portion of the increases had to go toward employee COLA raises. That meant that sometimes, management could spend it all however they wanted—their own raises or new office furniture, for example.

Labor Board Finds Orange County Head Start Guilty of Election Tampering

The National Labor Relations Board found that Orange County Head Start (OCHS) interfered with an election to determine whether or not members would retain their union representation.

This committee, established in our union contract, meets regularly with MAOF management to address issues that are important to us and the children we serve. The committee is meeting again this week to work together with management to solve problems related to staffing, workload, and other issues.

Impact of State Budget on Early Education

State preschool was cut by $15 million and the state's General Child Care budget was cut by $40 million. The federal stimulus law signed by President Obama in February, however, includes funds that may help offset some of the state's cuts to these early education programs. The federal stimulus bill also includes funding for Head Start and Early Head start programs. but the ecnonomy is so uncertain that employers may have trouble with enrollment as people in our communities lose their jobs and, therefore, their need for child care. If that happens, our employers may be forced to make staff cuts. Stay posted for more information.

According the California Budget Project, the budget agreement approved by the State Legislature on July 24, 2009, impacts Child Care and Development Programs in the following ways:

 Eliminates the School Age Community Child Care (Latchkey) program, effective August 31, 2009.

 Continues to reimburse child care providers up to the 85th percentile of the 2005 Regional Market Rate survey.

 Maintains the current family fee schedule for child care assistance.

 States that families receiving CalWORKs cash assistance cannot be charged a fee for child care assistance.

Federal Stimulus $ Set for Local 99 Members at CDI Head Start

Tentative Contract Agreement Reached

On May 6, 2009, SEIU Local 99 reached a Tentative Agreement with CDI-Head Start South Los Angeles (formerly Drew Head Start). This package, which still needs to be ratified by members,  includes a full pass-through of federal stimulus money available for wage increases and educational pay incentives for Local 99 members. The agreement also calls for a 4.9% wage increase this year, with more for employees having associates or bachelors degrees.
