Contract Bargaining Update: LAUSD

Contract bargaining is in process for the 2007 economic re-opener and for the full contract for 2008 and beyond for all of our bargaining units (B,C,F & G).

LAUSD completed the "sunshine" process for all of the Classified Units' successor agreements. The proposals were very broad and general and included language such as the District's ability to pay for raises now and in the future, containing health and welfare costs, and improving the payroll system.

The Unit B spceific proposal description was limited to modifying voluntary transfer period deferral procedures. The Unit C specific proposals, included modifications of the bid process, multiple routes and additional lower steps on the salary scale. For Unit F, the proposal descriptions included modifying the Track / Non-Degree article, modifications of the evaluation procedure with respect to Personnel Commission appeals and also changing voluntary transfer deferral periods. There was one proposal description for Unit G that discussed modification of hours and work schedules with regard to the Memorial Day holiday. The intent of their changes was not clear in many cases, which is normal in this type of process.

The Bargaining Committee representing the Community Representatives and Subsitutes has also been meeting.



Bargaining Survey ReportOur Local 99 Negotiating Team members have been in preparations for bargaining since late May. The first order of business was to prepare a bargaining survey for our members. It was posted on our Local 99 website and distributed by staff, member leaders and Bargaining Team Members.

When the completed surveys were tabulated all members rated job security / just cause a priority issue. The priority for Unit B was seniority protections and contracting out. For Unit C, it was increased hours and the ability to bid on routes. For Unit F, members were concerned about off track assignments and increased Career Track Ladder tutiion reimbursements. In Unit G, the priority was the ability to combine hours for benefit eligibility, just cause and paid time off.

Negotiating Team members reviewed the comments members wrote and will continue to solicit member input at Union meetings.
