Throughout 15 years of organizing we have worked hard to ensure working families have the highest quality of care possible. We have made the demands of parents and children front and center, including eliminating unnecessary bureaucratic paperwork and advocating for more funds and slots for child care. 2019 was no different. We were able to pass key legislations alongside our Early Care and Education partners. SEIU California, which our local SEIU Local 99 is a part of, were co-sponsors of the following bills signed into law by Governor Newsom:
SB 234 | Keep Kids Close to Home Act (Senator Nancy Skinner)
The law supports family child care close to home so parents can work and children can thrive! SB 324 effective January 1, 2020 makes it clear that a city or county government cannot require you to get a zoning permit or business license for your large or small family child care home in an incorporated or unincorporated area. All family child care homes are allowed in single-family homes, apartments, condominiums, townhomes, duplexes, and multi-family buildings. You cannot be stopped from opening or running a family child care home just because you live in one of these types of buildings. Landlords cannot refuse to rent to you or cannot evict you only because you have a family child care home (small or large). Full details available here.
SB 80 | Strong Start for CalWORKs Families Act (Senator Holly Mitchell)
Parents who are signing up for CalWORKs are eligible and guaranteed child care for a 12-month period! The CalWORKs Stage 1 Child Care Program went into effect on October 1, 2019, meaning parents will get immediate and consistent child care right from the start. County social workers must offer and make available child care to parents if they want to participate in welfare-to-work, work, or other program activities.These changes give the children in our communities stable, healthy care and an opportunity to develop relationships with providers. It also means an additional 3,724 children in CalWorks have access to immediate, full-time care. Full details available here.
