Our SEIU Local 99 Bargaining Team has reached a tentative contract agreement with the LA County Office of Education (LACOE). Below is a summary of the changes. All Articles not listed remain unchanged.

The full text of the Tentative Agreement is available here. (Please note: wage increases for 2018-2019 and 2019-2020 were implemented last year, as follows: 3% on-schedule 7/1/18 and 3% on-schedule 7/1/19.)

Article IV UNION RIGHTS
Dedicated Union office to be located in one of the education centers; elimination of agency fee due to Janus decision; personnel files may be provided in digital form; Union to have two appointees on all Office committees dealing with issues within the scope of bargaining; defines Union access for new employee orientation.

Article VI HOURS OF EMPLOYMENT
Correct reference to Article X.

Article VII LEAVES OF ABSENCE, VACATIONS and HOLIDAYS
Probationary employees may use accrued vacation during probationary period; revise Catastrophic Leave Bank to require that employees must contribute to the bank in order to receive hours from the bank, clarifies process for donating hours, clarifies eligibility and application process.

Article VIII PROCEDURES FOR EVALUATION OF PERFORMANCE
Changed to incorporate new procedures developed during pilot; requires that evaluations are based on defined competencies and goals.

Article X TRANSFER PROCEDURES
Require ten work day notice in advance of administrative (involuntary) transfers; restores voluntary transfer priorities.

Article XV DURATION AND RENEGOTIATION
Contract expires June 30, 2022; reopener negotiations in 2020-2021 on compensation and up to two other Articles from each party.

Article XVI LAYOFF AND DISPLACEMENT PROCEDURES
Update titles to current ones.

SEIU 99 members at LACOE must vote on this agreement. Our SEIU Local 99 Bargaining Team unanimously recommends a “YES” vote.
