
CCPU Providers Win Big in Historic Agreement with State—$ 100M Annually to Fund Health Care Benefits for Providers
Over the last year, CCPU members and supporters made thousands of phone calls to the Governor, joined dozens of caravans and press conferences, visited with state legislators, and demanded that
family child care providers receive benefits worthy of our essential worker status. On September 14, 2022, CCPU members across the state overwhelmingly voted YES on approving our Historic Healthcare Fund Reimbursement Program. CCPU’s health fund is designed to work with your health plan, it does not replace your health plan. This allows us to cover more providers with the available funding. The CCPU Health Care Fund will cover benefits for eligible providers for expenses, such as health plan out of pocket, including medical copays and deductibles, pharmacy copays and deductibles, and some health plan monthly premium expenses.

WHAT WE WON:
- $100M to stabilize the child care workforce through access to quality, affordable health care.
- This benefit for eligible providers will lower or eliminate health care costs for insured and uninsured providers
WHO IS ELIGIBLE FOR BENEFITS?
- Benefits are available to every eligible provider regardless of what type of qualified health plan you have
- For the CCPU Health Care Fund’s initial eligibility for January, 2023, you must have been paid for work with a subsidized child in at least three of the six months during the initial lookback period of April 2022 – September 2022. For ongoing eligibility, after initial eligibility is satisfied, you must have been paid for work with a subsidized child in at least one month out of three.
- Providers must be enrolled in a qualified health insurance plan that maximizes the federal assistance available to you (if any). Providers that are not insured under any health insurance plan are not eligible for the CCPU Health Care Fund benefit. If you are currently uninsured, you will become eligible by enrolling in a qualified health insurance plan if you meet the criteria.
- Providers must enroll in the CCPU Health Care Fund. The enrollment application is available now.
- Currently, the CCPU Health Care Fund covers only one provider per license. If you have multiple individuals listed on your license, benefits will be extended on who is paid by the subsidy program

Benefits will be effective January 1, 2023 with a delayed start in processing and reimbursements. These benefits will be provided by the Child Care Providers United California Workers Health Care
Fund (the “CCPU Health Care Fund”), a health care trust governed by the Board of Trustees, who are appointed by SEIU Local 99, SEIU Local 521, and the United Domestic Workers/AFSCME Local 3930.
