SEIU Local 99 Early Education Members Push for Answers on Staffing, Training & Workplace Conditions at LAUSD

SEIU Local 99 members on the Early Education Labor Management Committee (LMC) met with LAUSD management on May 19, 2026, to raise concerns directly from Early Education Center worksites and push for improvements for members and students. 

Through these meetings, members continue organizing together to hold the District accountable on staffing, training, workload, and safe classroom conditions. 

Key updates from the meeting: 

Early Education Programs Expected to Expand 

  • The District shared plans to expand Infant Centers, California State Preschool, Transitional Kindergarten (TK), and Dual Language programs in 2027. 
  • LAUSD also plans to reopen some previously closed Early Education sites and is exploring adding programs at additional Elementary schools. 
  • As programs continue to grow, SEIU Local 99 will continue pushing the District to ensure staffing and support keep pace with expansion. 

No Timeline Yet for 3-Hour Aides Moving to 4 Hours 

  • Members raised questions about when 3-hour Early Education Aides will finally move to 4-hour positions under the new contract. 
  • The District stated there is currently no timeline because the Collective Bargaining Agreement has not yet been ratified by the Board. 
  • SEIU Local 99 will continue following up until members receive the additional hours that were negotiated. 

Union Pushes for Consistent Diapering Practices & Support 

  • Members raised ongoing concerns around diapering procedures, workloads, and inconsistent practices across sites. 
  • The District stated updated guidance and best practices are being developed for all centers. 
  • SEIU Local 99 also highlighted successful practices already being used at Miles Early Education Center and urged the District to expand those practices throughout LAUSD. 

Members Raise Concerns About Student Health & Lack of Supplies 

  • Members shared concerns about delayed diaper changing and situations where families are not consistently providing diapers and wipes. 
  • The District instructed members to document concerns with Principals in writing and escalate unresolved issues to Regional Directors. 
  • SEIU Local 99 encourages members to continue documenting workplace issues so the Union can identify patterns and push for solutions Districtwide. 

Clarification on DRDP Duties for Aides 

  • The District clarified that Early Education Aides may assist with collecting observations and photos for DRDP documentation, but Teachers remain responsible for entering information into Learning Genie. 
  • Members who are regularly being assigned work outside of their classification should contact Local 99. 

Training Announced for Supporting 2-Year-Old Behaviors 

The District announced an upcoming training focused on supporting common behaviors among 2-year-olds, including biting, scratching, kicking, punching, and headbutting.

Next Steps & Follow-Ups: 

✅ The District will release updated diapering best practices for all centers. 

✅ SEIU Local 99 will continue advocating for consistent diapering procedures Districtwide. 

✅ Members are encouraged to document and report unresolved diapering and supply concerns. 

✅ Members should report out-of-class work related to DRDP responsibilities to the Union. 

✅ Members are encouraged to attend the June 13 training on supporting typical 2-year-old behaviors. 

The next Labor Management Committee meeting will be in August 2026.
