SEIU Local 99 Members at LACCD Raise Concerns About Harassment, Nepotism, Safety Issues, Subcontracting

LACCD Labor Management Committee Report Back – July 24, 2026

SEIU Local 99 members met with Los Angeles Community College District representatives on July 24 to address workplace issues raised by custodians across the district. These issues include harassment, nepotism, safety issues, and subcontracting.

The next Labor Management Committee meeting is August 21, 2026.

Workplace Protection and Anti-Harassment MOU

SEIU Local 99 members continue to report harassment and bullying at worksites. Members insist on investigations being fair and resolved as soon as possible.

SEIU Local 99 submitted a counterproposal for a Workplace Protection Memorandum of Understanding (MOU).

The district stated that it will implement the training requested in the MOU for all employees, including supervisors. The training consists of the Non-Sexual Harassment Training, Professionalism & Workplace Conduct Training, and Workplace Violence Training.

Next Steps:

SEIU Local 99 members will follow up on the District’s counterproposal in writing once received on August 21; if the counterproposal is not sent by then, members will continue escalating the issue. Members deserve safe workplaces free from harassment, discrimination, and retaliation.

Custodian Trainee Program

SEIU Local 99 members have been requesting more information about the district’s new Custodian Trainee position and want to ensure that it is not outsourcing custodians. The position is considered temporary.

In a meeting with the P.C Director of the pilot program, members asked for the program to conduct the training in a classroom and not perform any of the bargaining unit members’ job duties during the training. The P.C Director agreed to respond to our questions in writing and send us a draft of the revised job posting.

Next Steps:

SEIU Local 99 members are demanding that the District implement all required changes to the position before launching it. Members will take action if this is not done. Custodians should not have to deal with chronic understaffing and need more permanent custodial positions across the District.

Nepotism

SEIU Local 99 members are requesting that information about family members of employees receiving preferential treatment by the District be disclosed and considered.

The District will take this request to the District Board in order to discuss its implementation.

Next Steps:

SEIU Local 99 Stewards will follow up with concerns from members moving forward. Members deserve transparency and fair treatment without discrimination.

Safety Issues

SEIU Local 99 members have been experiencing unsafe incidents with individuals experiencing homelessness and raising concerns with lack of campus security. Members requested all Sheriffs to secure campuses and provide a safety plan.

The District will follow up with Sheriffs on this solution.

Next Steps:

SEIU Local 99 members will follow up with concerns moving forward. Members deserve safe workplaces.

ACRs

SEIU Local 99 members have requested to be able to use the short version of the ACR instead of the long version, even if the short version is not ADA-compliant.

The District will follow up with an answer on whether the short version of the ACR can still be used upon request.

Next Steps:

SEIU Local 99 members will follow up with concerns moving forward.

APPA Study

SEIU Local 99 members are raising concerns about new buildings being developed on campus without the APPA Study for bargaining unit workers. Members stated to the District that SEIU Local 99 requested an updated study and has yet to receive it.

The District shared they are working on the updated study and will send it once completed.

Next Steps:

SEIU Local 99 members will follow up with concerns moving forward. Members deserve a clean and properly serviced work environment.

Subcontracting

SEIU Local 99 members raised concerns with subcontracting occurring on a number of campuses. Members asked the District if they were aware of this and demanded that the District end this practice immediately.

The District will investigate and follow up.

Next Steps:

SEIU Local 99 members will follow up with concerns moving forward. Members should not have to deal with chronic understaffing and need more permanent custodial positions across the District.
